The Springfield-Hampden County Continuum of Care is a “Built for Zero” community. We are transforming our response to homelessness toward a system that responds to housing crisis by providing links to new housing as quickly as possible. We are doing this by adopting proven best practices, deploying existing resources more efficiently, and using real-time data to improve performance.
